Quick answer: 100 ml is 3.38 US fluid ounces, and 3.4 fl oz is 100.55 ml, which is why the TSA writes its limit as “3.4 ounces (100 milliliters)”. Every container of liquid, gel, cream or aerosol in your carry-on must be that size or smaller and fit in one quart-size bag. For luggage, 23 kg is 50.7 lb, and 50 lb is 22.7 kg.

The exceptions are the same idea everywhere: medicine, and baby food and milk, may be bigger. The TSA allows medically necessary liquids “in reasonable quantities for your trip” if you declare them at the checkpoint, and formula, breast milk, toddler drinks and baby food over 3.4 ounces do not need to fit in the quart bag. The UK allows up to 2 litres of each. The EU allows them for use during the trip, and you may be asked to prove a medicine is genuine.
Duty-free is the trap. Flying into the US with a connection, liquids over 3.4 oz bought abroad may stay in your carry-on only if the shop sealed them in a transparent, tamper-evident bag, you have the receipt, and you bought them within 48 hours. The TSA still recommends checking them.

A US fluid ounce is exactly 29.5735295625 ml. The British fluid ounce is smaller, 28.41 ml, but bottles sold in the UK are marked in ml, so it rarely comes up.

50 lb and 23 kg are not the same limit: 50 lb is 22.68 kg, so a bag of exactly 23 kg is 0.7 lb over.
